The situation arising from Chungking telegram at io.25 and our subsequent discussion with the Foreign Office and the War office (recorded at No.29) were discussed at a meeting yesterday in Mr. Gent's room with Lt. Col. Mott, Mr. Colin McKenzie (S.O.E) and Lir. MacDougall. They were also informed of the suggested approach to President Truman (on 54144/38) with the object of enlisting American support for our approach to Chiang Kai Shek for the purpose of negotiating an agreement to provide for administration of Hong Kong by a British Civil Affairs Unit n the event of Hong Kong being occupied by regular Chinese Forces. It was agreed that such an understanding with Chiang Kai Shek would substantially smooth our path in the event of it being necessary to introduce an emergency Unit into Hong Kong in the event of its occupation by irregular Chinese Forces.

2. Mr. McKenzie and Colonel Mott agreed that 3.0.A. should now start working out a new scheme for such an Emergency Unit based on some place outside China.

3. Some consideration was also given to the action which ought to be taken in the event of an early complete Japanese surrender and it was suggested that, in this connection, a memorandum should be prepared for the Chiefs of staff that arrangements should be made for the immediate despatch to Hong Kong of some suitable fleet Units, in the event of a complete collapse of the Japanese becoming imminent. I am minuting separately as to this on other papers.
